Structural decode of one 17-character VIN from bundled public rules and data, never a full decode: the position-9 check-digit verdict (49 CFR 565.15(c), pure algorithm), the WMI's recorded manufacturer, make, vehicle type and country from a digest-pinned snapshot of the NHTSA vPIC WMI register (lite 2026_08, 10,659 WMI records), and the position-10 model-year code as a candidate set from both CFR year tables, narrowed to one year only for passenger cars. Does NOT answer engine, body, trim, plant, or whether the vehicle exists. A malformed VIN or a WMI absent from this snapshot is refused free before the payment boundary, never guessed; every response carries source, vintage and snapshot_sha256. x402 v2 exact scheme, USDC on Base mainnet, keyless, no signup.
