RunOnProof Payment Decision decides whether to release a US supplier payment before funds move. Use it for supplier payment approval, vendor payment approval, invoice payment verification, invoice payee verification, supplier payment risk assessment, pre-payment supplier check, accounts payable fraud prevention, buyer mandate verification, a signed payment decision before paying a vendor, a Proof Capsule, or release supplier payment. Returns ALLOW, HOLD, or BLOCK with reasons, remediation, signed proof, and deterministic replay. FEDERAL_ONLY; no state checks. Never executes payment or starts monitoring, subscriptions, or recurring billing.
