Prepare and verify immutable Arc Testnet execution artifacts from exact wallet-authorized requests. POST only; fresh EIP-712 TaskAuthorization is required before simulation and a signed 402 quote. A separate Circle Gateway Testnet payment buys the artifact. Builder wallet retains final signing authority. Starting price 1 USDC plus 3% of measured gross outgoing USDC (dynamic quoted fee). Not mainnet. Generic unsigned probes receive 422; custom request-signing client required.
