verify_before_pay — pre-payment endpoint check
Call this before your agent authorizes any x402 payment. One query returns route: true/false/inconclusive with evidence: is the endpoint live right now, does its 402 contract match what you expect (network, asset, seller, price), has it settled real volume recently from wallets that aren't its operator's, and how its price compares. The independent pre-payment check no seller can self-report. Reports no success rate, deliberately: Paddock observes settlements, not failed calls, so recency and frequency are returned instead.
