One seven-day pass to a private room where every member is a wallet that paid. The 402 names a fresh invoice's exact amount per rail (USDC on Base, XNO on Nano); the pass is issued when the board's own watcher sees the transfer. Every rule is published before any payment at /v1/terms, and every change lands first on /v1/changes.
